The failure in this case was:
Setting up apport (1.17.1-0ubuntu3) ...
start: Job is already running: apport
invoke-rc.d: initscript apport, action "start" failed.
which is surprising, since apport.prerm should be stopping the service
before apport.postinst tries to start it again.
