Public bug reported:

Both in Ubuntu 10.04 and Ubuntu 10.10, I cannot use a network proxy with
username and password, which is Microsoft Forefront TMG 2010, because I
receive an error: "Proxy Authentication Required ( Forefront TMG
requires authorization to fulfill the request. Access to the Web Proxy
filter is denied.  )".

There are 2 ways I found to use this proxy: 
- Firefox supports this proxy directly
- For all other communication, including Synaptic, I have to use cntlm package 
to set ntlmv2 for TMG and then use 127.0.0.1:3128 as a proxy, with cached 
username and password. It's not easy to set nor flexible, because password 
changes.

Advices with 
Acquire::http::Proxy http://username:[email protected]:port/
like in http://ubuntuforums.org/showthread.php?t=1589510, or
export http_proxy=http://username:[email protected]:8080/
like in http://ubuntu-ky.ubuntuforums.org/showthread.php?p=8417883, didn't work 
for me.

I'm sorry if there's already a bug open. The closest thing I could find
