I figured out what exact steps to take to prevent the wlan0 from
starting with the computer. Even when wlan0 won't start properly, the
switch will toggle phy0 Hard blocked in the rfkill list. Like so:

1: phy0: Wireless LAN
 Soft blocked: no
 Hard blocked: (yes/no)

If I reboot the computer with it toggled to yes, then the hp-wifi Hard
blocked is set to yes and I can't change it. Though if I toggle phy0 to
no and reboot then the wifi starts fine and hp-wifi Hard blocked is set
to no.

I did a comparison of dmesg output for booting the computer in both
scenarios. The only difference I could really see was the following line
was in the dmesg log when the wifi worked:

ADDRCONF(NETDEV_UP): wlan0: link is not ready

I'm attaching each dmesg log. (don't worry about the many lines of "hub
2-1:1.0: unable to enumerate USB device on port 5" in there. my usb port
is going bad and it's causing a ton of those errors to appear.)
