Because of the manual network configuration in '/etc/network/interfaces'
network manager is ignoring / not managing your network connection.
Subsequently it is currently unaware of its status (whether it is off-
line or on-line), however a patch for that is currently being tested.
Once that new package is available I'll let you know.
