This sounds like it could be the one we are talking about on the bug report "network-manager does not detect network"
Binary package hint: network-manager If I click on the willow on ESSID in network-manager on Dapper with Gnome 2.14 I cut see the availabele networks but I can't this in Edgy with Gnome 2.16 The list of available wireless networks (ESSID) is always empty, or only contains the network you are connected to. No relevant messages appear to show up in /var/log/syslog.
