This problems seems to have been fixed. On Ubuntu 10.04 LTS:
$ grep libavahi-client3 /var/lib/apt/extended_states
$ sudo apt-mark markauto libavahi-client3
$ grep libavahi-client3 /var/lib/apt/extended_states
Package: libavahi-client3
** Changed in: apt (Ubuntu)
Status: New => Fix Released
