It sounds like whatever you're using to set the default boot entry is
doing so using a number, i.e. saying something like "use the fifth entry
as the default". GRUB 2 supports setting the default boot entry by name
instead, which entirely avoids this problem without needing to reorder
the menu. You should use that instead, or ask the maintainers of the
tool you're using to do so.
