I found a solution in ubuntuusers Forum

this guy wrote a little script. It worked for me (10.10)now I'm able to
unlock locally AND over ssh

just copy this script into /usr/share/initramfs-tools/hooks/ 
make it executable
(chmod +x) and 
update-initramfs -u

reboot.... now ure up and running
