I can add confirmation that the problem still exists in OpenOffice
Writer 3.2.0, running on Lucid Lynx. I imported a Word document and was
unable to edit it. There was no Table of Contents. Unprotecting the
tables and sections didn't make a whit of difference.

My workaround was to cut and paste all the sections of text into a new
ODT document. That affected a lot of the formatting; not catastrophic,
but it cost me a couple hours to fix up the formats.
