I don't think this is a problem. The setting in passwd is used anyhow
and as a matter of policy, bash is the preferred/default login shell
anyhow. Since you said you weren't sure if this is desirable, I'm going
to go ahead and close this now. If you have reason to believe that it
is not desirable, go ahead and reopen the bug.
