It seems that running update-manager as root from the CLI does indeed
cause this issue. Please run update-manager from the "Administration"
area to proceed without any issues. If you must use the command line,
just run update-manager as yourself. Dont use "sudo" or "su" to start a
root shell. Marking Confirmed.

After (eg) upgrading the kernel, update-manager will tell me the PC
needs to reboot. But when I click the Restart button, nothing happens.
I've got auto-login set if case that is relevant, but IIRC on another PC
running Maverick I have the same problem with no auto-login.
