This bug should be fixed in recent releases of Software Center as we
have changed the initialization for this section of code and it should
no longer be possible for this error to occur. This is also supported
by the fact that we've had no duplicates of this error reported since
this one at version 3.1.6.
I will close and we can reopen if this is seen again.
