This is fixed in the current Natty (beta) with kernel 2.6.38-5-generic (the stock kernel).
On Maverick I was getting several hundred wakeups per second on the stock kernel (2.6.35-something), almost all from the load balancing tick. Now the load balancing tick is rarely listed in the 'top causes for wakeups' from powertop.
