  1. Enable "Make Caps Lock an additional Ctrl"
  2. Run update-manager -d and follow the steps
  3. Caps lock's behaviour reverts to enabling/disabling caps lock during the 
"installing packages" step (I think)

Title:
  When using "Make Caps Lock an additional Ctrl" keyboard option, doing
  a dist-upgrade causes caps lock to revert to a caps lock key
