I'm not sure, I'm not 100% certain how the generation of these files works. I've submitted a fix to app-install-data-ubuntu to fix the issue in the file, but I'm not 100% sure if it comes from that package or from the gnome-do package itself.
If you are keen to get rid of the error then you could just edit the gnome-do.desktop file to remove the foreign language line underneath the comment line.
