Public bug reported:

The "Edit" and "View" menus have most of their items insensitive, even
when the "Processes" tab is selected.

When the "Processes" tab is selected, most of the items should become
sensitive, and only be insensitive when other tabs are selected.

(The menus work as expected when the global menu is disabled)
