This has been addressed by a new upload of debootstrap, 1.0.28ubuntu1,
which installs this symlink for you.  This debootstrap is also available
in the lucid-backports and maverick-backports repositories.

Note that, in discussion with upstream, it is expected that the need for
this symlink will disappear with the next upload of dpkg in the near
future, in response to concerns raised that this layout will cause
problems for upgrades in certain cases.  Care will be taken at the time
of that upload to ensure a smooth upgrade for users who have installed
the current natty dpkg, whether they have /var/lib/dpkg/info/$arch as a
symlink or a directory.
