So, the Ctrl+Shift+V issue in GNOME Terminal (bug 630383) is now fixed. (Note that this did not use Alt.) The Alt+1/Alt+2 keys in gedit are working fine for me.
The issue I *can* see is that Alt+? does not activate menu items in the global menu bar.
