This still strongly suggests a bug in a package "global", or in the
package management tools.  What do you get for "apt-get policy global"?
Perhaps you could also attach a tar.gz containin the files
/var/lib/dpkg/info/global.* (provided they are not covered by a license
which prohibits this).
