Thanks for your help. I don't know what the "global" package is; I don't recall installing it myself. I could remove it cleanly though -- nothing seemed to depend on it. Removing "global" solved the problem -- "emacs23-nox" is now installed without any warnings or errors. The "apt- get policy global" line did not work -- "policy" is not understood by "apt-get".
