Well,
I followed the instructions posted EXPLICITLY and I can tell you that
the various *.install things were not mentioned in any way shape or form
for modification.
So
this is a bug.
You EITHER fix the *.install packages to be CONFIG aware (as they should
be) OR you fix the documentation.
It's still a bug.
