I'm reopening to motivate this use case further:
* vfat/fat is included in -virtual, but is useless because we're missing the 
nls_cp* modules
* fuse would be useful for mounting S3 buckets and is small

Also, I tried using -server kernels, but:
a) they don't support Xen, so that many things don't work, e.g. console or 
reboot
b) they aren't picked up by the special version of grub for ec2, because they 
aren't Xen aware

So while these are separate bugs, it kind of lessens the usefulness of
the "just use the -server package" advice.
