I can confirm this. Both on 32-bit and 64-bit Maverick Meerkat, MSN support in Empathy seems to be completely broken. My contacts don't receive my messages (without any indication from Empathy that something went wrong), and I don't receive messages from my contacts.
I recommend everyone to just use Pidgin instead of Empathy. It's faster, has fewer bugs, and bugs that do occur get fixed much more quickly.
