I think my specific case was that right after installation, I ran $ apt-get update, and there was a lot to download, which took a long time on my connection. Had I first installed trickle without updating, I could have then slowly updated repositories and still had bandwidth available for looking up video driver settings and such on the web.
That was why I had the wish that trickle were present from the start. The simplicity of trickle seemed to agree with the lightness of lubuntu, although I can certainly understand that if everyone's favorite program was included with the distro, a heavy distro might soon result.
