This is not a dup of that bug -  bug 14335 - (actually had forgotten all
about this), semi-related to bug 552323

This is specific to .exe's on cdrom media. which wine, (Wine Windows Program 
Loader), will not execute because of the 'security bit policy'
And even with that policy in place users could have run .exe's on a cdrom if 
ubuntu was still using the typical fstab entry for cd/dvd drives.

At the heart of this is the policy which has never been demonstrated to
be of any real world value, certainly not by the security team. nor any
posted documentation I've seen

A roadblock without a posted detour accomplishes nothing unless the
intention was either user frustration or forcing users to figure it out
themselves.
