I agree. The input method should have a sensible default according to
the primary selected language.

It's not, it's on the first (language) tab. Thus changing the language
order (which controls LC_MESSAGES and LANGUAGE) should also control the
default input method (which is what the ibus bug is about), but that
default should be reflected properly in the combobox.
