Indeed, it's been renamed to isc-dhcp-server: /etc/init.d/isc-dhcp-
server

This is because Natty ships with isc-dhcp 4 rather than isc-dhcp 3. The
upgrade process should have maintained your config file and moved it to
/etc/dhcp, and similarly migrated the init script to the new name stated
above.

Marking as Invalid, since it's not a bug but expected behaviour
following the upgrade. Please don't hesitate to reopen this or file a
new bug if you find that the init script isn't working.
