So to test the l10n, I installed libreoffice-help-fr which also brought
in libreoffice-l10-fr. I then set Tools>Options>Language>Interface
Language to French and restarted LibreOffice. Tools>Solver appears to be
fully translated into French (including the Options dialog).

I did notice that Help for the nlpsolver was not translated into French.
However, neither was help for any of the other extensions we're
including, specifically Presenter Console (as the other extensions don't
appear to me to include Help at all

The MIR was approved before feature freeze; there was just a missing
build dependency that was not really looked into for a few weeks.
