Having the same problem on a fresh install of 10.04.2.
New MOBO: MSI 880GM-43E
Video Chip: ATI Radeon HD4250
Video Driver: stock ubuntu
Work around does not work:
echo "FRAMEBUFFER=yes" | sudo tee /etc/initramfs-tools/conf.d/splash
sudo update-initramfs -u
very annoying as I have 3 other machines upgraded from 9.10 that show
the splash just fine.
