I've hit the same bug. I could resolve it with : # sudo update-initramfs -u
The dropbear installation process updates the initramfs. It works great until you uninstall it as it doesn't re-update the initramfs. The parent process of the hanging ipconfig was /scripts/init-premount/dropbear.
