I'd be interested to hear if adding this to libvirt-bin.conf would work:
pre-stop script
if [ x$UPSTART_EVENTS = xrunlevel ] ; then
shutdown_guests
fi
end script
Obviously the 'shutdown_guests' command needs to be a single command
which stops the guests and waits for them to die.
