When you install Wubi - before you reboot it sets up a file
C:\ubuntu\install\custom-installation\preseed.cfg which contains
instructions to ubiquity on how to install (including the timezone).
e.g. in mine it shows:

## CLOCK AND TIME ZONE
d-i clock-setup/utc boolean false
d-i time/zone string America/Vancouver

This file is removed after the install, so you would have to reinstall
to see it. The question is, is Wubi providing the incorrect instruction
to Ubiquity or is Ubiquity failing to set it correctly.
