When you install Wubi - before you reboot it sets up a file C:\ubuntu\install\custom-installation\preseed.cfg which contains instructions to ubiquity on how to install (including the timezone). e.g. in mine it shows:
## CLOCK AND TIME ZONE d-i clock-setup/utc boolean false d-i time/zone string America/Vancouver This file is removed after the install, so you would have to reinstall to see it.
