Thanks for reporting this issue and for helping to make Ubuntu and
Transmission better.
This upstream change was made intentionally because the Transmission
team (myself included) don't feel comfortable with having a default
blocklist. The feature is intended for blocking malware/spyware-type
addresses, but (1) bluetack's goals seem to be broader than this, (2) we
don't have the time, resources, or inclination to maintain our own list,
and (3) we don't want to implicitly or explicitly endorse *any* list.
So, upstream will not have a default blocklist.
Ubuntu has declined tickets to enable the blocklist by default, so I
doubt they'll opt for a downstream default either.
