I've read the desing guide and that seems nice but I think is more intuitive to have them activated. I don't know if a part of the design is to reduce the number of unnecessary clicks because this will be one way of doing it. At least the may appear on the systems indicators, only those that ship with Ubuntu and offer valuable information about the system.
