If it was important to avoid a mis-click around the bottom or right side
of the Dash, it would be just as important to avoid a mis-click around
the top or left side. For example, accidentally clicking the launcher
closes the Dash, just like accidentally clicking whatever is to the
right of the Dash does. So a border around the bottom and right is doing
only half of that job.

There are other methods that could protect all four sides and in a less
unattractive manner. One example is a shadow, which could act as a dead
area in the same way that the shadow of normal windows acts as a resize
area. Another example is padding around the inside of the Dash, which
has the advantage that it is already implemented.
