I have this exact same issue on my Lenovo 3000 N100.  I checked in gconf
and all of the settings seem appropriate and i set the dim level to 50
percent so that it would be very noticeable.  Still no luck.

Pappan did you find out what enables those options to be visible in the
gnome-power-manager GUI?
