I had the same issue when I started Unity-2D under Ubuntu 10.10 without updating metacity via dist-upgrade.
To resolve this issue I installed metacity and removed Unity 's config files in "/home/user/.gconf/desktop". After that I logged in again into Unity-2D Desktop and the issue was fixed.
