foomatic-db-hpijs contains the foomatic xml files for printers that use the
hpijs driver (HP and other makes), it is not a list of ppds.
In Edgy and Feisty PPDs are autogenerated by cups from these xml files.
hpijs-ppds contains the static PPDs for printers that use the hpijs driver
(only HP).
Static PPD files can be generated from foomatic-db-hpijs with foomatic-ppdfile.
So this means you should either have foomatic-db-hpijs or hpijs-ppds installed
since both provide the same information.
In Edgy and Feisty foomatic-db-hpijs is installed by default, so there is no
need to install hpijs-ppds.

If you used HPLIP Toolbox to add your printer you are probably suffering from
bug #95489, which was fixed in feisty.
As explained above a dependency doesn't make sense, therefore rejecting
this bug.
