Based on the documentation here:

and the preseed file:
## CLOCK AND TIME ZONE
d-i clock-setup/utc boolean false
d-i time/zone string America/Vancouver

it's supposed to say that the computer time is not in UTC format, and
the location is Vancouver. So in my case, it seems to have ignored the
UTC instruction, and translated the computer clock from UTC to Vancouver
time.

Yet the /var/log/installer/debug seems to show that it is set to UTC false:
Mar 19 15:13:27 debconf (filter): <-- GET clock-setup/utc
debconf (developer): <-- GET clock-setup/utc
debconf (developer): --> 1 false
