The 'Disks' administration tool was dropped from upstream GNOME in both
Edgy and Feisty, sorry. Not a bug.
If you want a program like this, I've seen pysdm recommended. Try
installing 'Storage Device Manager' from Add/Remove. If you'd like to
graphically edit your partitions, try installing gparted.
