There is no such package 'gd-devel' in Ubuntu.  This is not a
Debian/Ubuntu package name at all; given the name, it appears you have
managed to install a conflicting rpm package that has been converted to
a .deb by way of the 'alien' tool.  If you want to install the genuine
Ubuntu package for libgd2-xpm-dev (which is recommended), you will need
to manually remove this gd-devel package.
