Same just happened to me:

Renamed:
/home/<user>/.config/chromium/Default/"Web Data" to "x-Web Data-x" and
restarted. Works.
I then attempted to look at in an sqlite browser/editor & it's obvious the the
file is corrupted (I can easily read the new "Web Data" in the same editor.
