Squid 3.1 series brings a few feature updates to caching:
* operate by default with no disk cache, just RAM cache.
* locate disk cache under /var/cache/squid/ in accordance with FHS standards.
As you can see the Debian/Ubuntu startup script ensures that any
configured directories are built prior to starting Squid.
