The original bug is now fixed, but a converse bug is present that if
plymouth is upgraded before pango, plymouth is looking for these modules
in the *new* path and fails for the same reason.

I think in this direction a more subtle fix is needed than a Breaks,
since there are cases where plymouth can be configured not to use the
graphical themes /at all/, in which case plymouth-label may not be
installed and there may be nothing else that ensures the presence of
pango on the system.
