This seems to be expected behaviour. The 'folder' created by dragging
the icon, is not a folder, but a launcher to the Home Folder (i.e.
.desktop file). So you can't drag a file to a launcher. Closing this
bug. If you think this is an error, you can always re-open it. Thanks.
