Public bug reported:

At the moment I'm working in dual-screen mode, where the external screen
is right of the laptop screen

Short explanation (nautilus as example):
If the window is maximised at the most right screen the small scrollbar turns 
from the outside to the inside as expected. 
But If I maximise the window on the left screen the scrollbar stays on the 
outside so I have to use the scrollbar on the left screen which is really 
annoying.
