I probably confirmed the bug. The steps for replication in comment 12 are still valid. I have been able to replicate this bug with every version of ubuntu firefox i have ever used since dapper flight 4. I am currently rebuilding https://launchpad.net/ubuntu/+source/firefox/2.0.0.3+1-0ubuntu2 under ubuntu feisty with the lines from comment 14 removed.
Changing the options does fix the problem. But that's not the point. The point is that a poweruser or higher will install ubuntu. Check the default options are ok via the nice gui and see it is set to open in a new tab by default and not touch it. while the core thinks it is set to open in new window... see comment 13.
