To be more specific. I started up the computer with the wifi off.
Running "rfkill list" showed the following:

0: hp-wifi: Wireless LAN
        Soft blocked: no
        Hard blocked: yes
1: phy0: Wireless LAN
        Soft blocked: no
        Hard blocked: yes

After clicking the wifi button "rfkill list" shows:

0: hp-wifi: Wireless LAN
        Soft blocked: no
        Hard blocked: no
1: phy0: Wireless LAN
        Soft blocked: no
        Hard blocked: no

So it appears that the issue with "Hard blocked" remaining after
clicking the wifi button has been resolved.
