Description:
Installing libcap offers to change the PAM configuration for you or let you do 
it yourself by running manually pam-auth-update. I chose the latter option and 
backed up /etc/pam*. After pam-auth-update'ing, passwd started behaving weirdly 
and at each invocation it just printed

passwd: password updated successfully

and exited immediately without ever prompting me for a new password. Replacing 
the following line in
/etc/pam.d/common-{account,auth,password}

password  [default=1]  pam_permit.so

to whatever it was before from the backup solves the problem.
