Binary package hint: oem-config
I used a dvorak layout in d-i, but then chose plain U.S. English in
firstboot. The text input box for testing the layout still used dvorak,
though.
Once I clicked through to the next screen, the layout was correct and I
was able to enter my login details as expected, and the layout was
correct from there onward.
